Rep. Paul Ryan’s budget staff has tried to explain away the new taxes introduced in his budget deal with Sen. Patty Murray by classifying them as “user fees” rather than taxes. For example, the Murray/Ryan budget deal increases the “passenger aviation security fee” (a fixed amount passengers are charged to pay for costs incurred by the TSA) from $2.50 per one-way flight to $5.60 per one-way flight.
So what’s the difference between a user fee and a tax?
There isn’t. It’s a tax, and the Murray/Ryan budget deals raises taxes.
