A Chinese Sniper with CCP Ties Just Bought a Building Overlooking the White House

A senior figure with deep ties to the Chinese Communist Party’s security and influence apparatus purchased a historic commercial building roughly 650 feet northeast of the White House grounds. The deal closed on July 21 for $8.4 million. The property sits on 15th Street with a direct line of sight to the White House Complex. This is not a random real estate transaction. It is a national security failure in plain sight.

The Buyer and the Building

The purchaser is Philip Qiu, also known by his Chinese name Qiu Feili. He acquired the century-old Securities Building at 729 15th Street NW through the Philip Qiu and Family Foundation. District of Columbia deed records confirm the sale.

Qiu’s background is not that of a typical overseas investor. He began as a detective in the Criminal Investigation Team of the Shanghai Public Security Bureau, an arm of China’s Ministry of Public Security. University records from Shanghai Jiaotong University describe him completing special forces training. In a 2011 paramilitary exercise known as the Red-Blue Battle, he achieved the best individual sniper record, directing troops and accounting for a third of the opposing force with 42 shots.

He has held multiple roles connected to the CCP’s United Front Work Department, the party’s primary apparatus for overseas influence operations, co-opting diaspora communities, and intelligence collection. Since 2021 he has chaired the Shanghai Overseas Chinese Foundation, described in official Chinese materials as operating inside Shanghai’s United Front system. In public comments he has praised the CCP as a “kind but firm parent” guiding national rejuvenation.

Why This Matters

Intelligence professionals have described the location as ideal for surveillance and collection. A former CIA operations officer noted the property could support listening posts, systems to intercept phone and digital communications, or other technical intelligence operations targeting the White House. Line-of-sight access to the seat of American executive power is not a minor detail. Combined with the buyer’s documented sniper training and state security background, the purchase raises obvious concerns about both passive collection and more aggressive possibilities.

This fits a larger pattern. Chinese-linked entities have spent years acquiring farmland near U.S. military installations, residential properties, and commercial sites with strategic value. Federal authorities have expanded CFIUS review of real estate near sensitive facilities precisely because of these risks. Yet a building this close to the White House was allowed to change hands without apparent interception.

What Happens Next

Federal investigation is the minimum required response. The transaction should trigger review under existing national security authorities governing foreign ownership near critical government sites. Political pressure will mount for forced divestiture, expanded restrictions on Chinese nationals and CCP-linked entities owning property with line-of-sight or proximity to the White House, Capitol, and other high-value targets, and tighter screening of foundation and nonprofit vehicles used to obscure beneficial ownership.

Whether that investigation produces real action is the open question. Previous Chinese land buys near bases have sometimes resulted in orders to divest; others have lingered. The proximity here is extreme. Allowing a CCP-tied individual with special forces and sniper credentials to hold title to a building overlooking the White House is an indefensible lapse. Security officials who permitted or overlooked it have questions to answer. The American people deserve better than a system that treats the most sensitive real estate in the country as just another listing.
