Al Green is leaving. Redistricting ate his old seat. He jumped into another Houston district, lost the runoff in May, 69 percent to 31, and his term dies on January 3. That is the part that is not optional. The rest is a Thursday press conference in Houston, a letter dated September 4, and a demand that Immigration and Customs Enforcement start handing out cross-sex hormones to people it is holding for removal.
He read the letter out loud. Hazardous conditions. Deliberate policy. Specialized care halted at no fewer than ten detention centers. Transgender women housed with men or parked in solitary because the last administration’s separate units got pulled. Necessary medical care. Dignity. He compared the situation to the racism he says he lived. Local activists stood with him and said detainees should not have to wonder whether the next shot is coming.

That is the pitch. Here is the government he is writing to.
What the Administration Already Said
The department that runs ICE put it in a sentence anyone can read: they are not wasting taxpayer dollars to provide hormone therapy to illegal aliens seeking to change their sex. An older custody memo that treated “gender” as the operating category came off the website last year. The new detention standards talk about sex. The housing experiment — reserve a pod, call it safety — is over. Acute care for a heart attack is one file. A standing order for testosterone or estrogen so a detainee can keep a cosmetic and psychiatric project going inside a removal jail is another.
How many people are we talking about. The last official snapshot the government published put the number of transgender-identified detainees in the forties. Over a prior year the count of people who passed through with that label was in the low hundreds. The adult population in custody is tens of thousands. This is not a hidden hospital system. It is a rounding error with a press kit.
Detention is not a clinic and it is not a college health center. The legal duty is to keep a person alive and reasonably well until the hearing or the plane. Hypertension medicine, insulin, a broken bone — that is the floor. Elective endocrine therapy that exists to produce the secondary sex characteristics of the opposite sex is not the floor. Calling the floor “maltreatment” is how you turn a custody argument into a sermon.
Will He Get It?
No.
A letter to a Cabinet secretary is not a statute. Green does not have a majority. He does not have a committee he can still bully. He does not have a White House that agrees with him. He has ninety-something days on the payroll and a microphone in Houston. The people who would have to write the policy already wrote the opposite policy on purpose. They will answer the letter the way Washington answers letters from outgoing members who lost: file, ignore, quote the sentence about taxpayer dollars if a reporter calls.
Courts are a separate lane. Prison litigation over hormones inside the Bureau of Prisons is its own pile of injunctions and taper plans. ICE is civil immigration detention, different statute, different buildings, different political mandate. A judge can always surprise you. A congressman on the way out cannot. If the care comes back it will be because a court ordered a specific person a specific drug, not because Al Green held a presser.
The Part That Is Not Complicated
You can believe a detainee should not be beaten. You can believe a facility that cannot protect someone should move him. You can believe a person already dependent on a prescription should be tapered by a doctor instead of dropped cold. None of that requires the United States to run a transition pharmacy for people it is trying to send home.
Green’s version collapses all of that into one moral: identity first, borders second, the American who pays the invoice last. That is why it sounds insane to anyone who thinks ICE exists to hold and remove, not to complete a medical project the detainee started somewhere else. The soon-to-be-ex part matters. He can say the quiet part because the voters already said the loud part. They picked the other guy. The hormones will not be in the lame-duck package. They were never going to be.
